Rumor has it
So we have been trying to figure out all the legalities of owning a scooter out in Portland, OR. So far it is my understanding that if it is above 35cc you have to get it insured and registered with the state. The problem is that since Janet and I will be living in a temporary house while looking for a permanent address, we wont really want to get a Oregon drivers license until we purchase our home. I talked with a scooter dealer out there and the dude said that he was still sporting a drivers license from California and all he needed to register his scooter in Oregon was a valid mailing address that proved he lived in the state.
I am wondering if anyone can confirm this. I am pretty certain on the 35cc issue (since that was right on Oregon’s State Website), but any other tips would be greatly appreciated.
Once we figure all this stuff out you will soon see me driving this beast in your fair city.

You should just call the OR DMV office, but I would suggest getting a DL ASAP so you can be considered a “resident”. Good luck on the move.

Moped != Scooter. Just FYI. A moped is a motorized bike with pedals. Moped = MOtor PEDal. A moped can still be used without a running motor as the driver can pedal like on a bike (though it is pretty difficult). Mopeds also tend to look more like bikes with an engine strapped to the frame.
A Scooter, on the other hand, does not have pedals, and looks can vary drastically. The common theme amongst scooters is that they have a place for your legs to go in front of the seat so they are not sticking out to the sides like they would on a bike or a moped.
Just wanted to through my two cents in there since the words scooter and moped are not interchangeable. Some people may give you a dirty look for calling one the other.
Everyone makes this mistake though, heck, even the Oregon website shows a picture of a scooter on their PDF (http://www.oregon.gov/ODOT/DMV/docs/pocketbikeguide.pdf) right next to the word moped.

This is the process for registering your scooter. I would register it and then do a change of address once you find your permanent home. Usually changing your address is as easy and free.
